Sarah Darragh joined Arizona Complete Health in June 2015 and served as the Director of Justice Systems, Medicaid Program Director and Sr. Director of Medicaid Program Initiatives. In her role as Director of Justice Systems, she focused on reducing recidivism, increasing community stabilization, identifying system gaps, developing process improvements and working with system partners. As the Medicaid Program Director, Sarah had oversight of Member Communications, Website, Portals, SharePoint, Program Management, Outcomes Analysis and Crisis Services.  In her role as the Sr. Director of Medicaid Program Initiatives, Sarah had oversight of the Care Management and Behavioral Health Utilization Management teams.

In her current role as the Executive Director of Medicaid Programs, Sarah has oversight of the AHCCCS Complete Care and Regional Behavioral Health Authority (ACC/RBHA) contracts. Her teams include Justice and Crisis systems, Adult and Children’s System of Care including social determinants of health, Behavioral Health Special Programs, Office of Individual & Family Affairs, and Grants Administration. In addition, Sarah leads and manages projects with special focus on member outcomes, revenue maximization, cost and risk reduction as well as access to medical and behavioral healthcare.

Prior to joining Arizona Complete Health, Sarah was a Finance Manager for Payor Contracts at Banner University Medicine, responsible for managing and performing analysis of payor contracts for Banner Tucson hospitals and physician services. Previously, Sarah worked for Pima County Administration for nearly 10 years in Health Policy.
