Judy Lowe, Interim CEO of the Tucson Association of REALTORS® (TAR), Multiple Listing Service of Southern Arizona (MLSSAZ) and Tucson REALTORS® Charitable Foundation (TRCF). Judy assumed her new role as Interim CEO in March 2022 after serving for five months as Vice President of Operations.
Judy began her illustrious career in real estate in 1983 as a secretary with Coldwell Banker Residential. After moving through all positions within the company, Lowe became an owner in 1992 of Coldwell Banker Success Realty. In 1997, Judy acquired sole ownership of Realty Executives of Southern Arizona until 2009.
Judy was appointed Commissioner of Arizona Department of Real Estate (ADRE) in May 2009 by then Governor Jan Brewer and reappointed by Governor Doug Ducey, serving in that role until November 2021, earning the distinction of becoming one of Arizona’s longest running ADRE Commissioners. Judy became commissioner in-the-midst of a collapsing real estate market, yet she delivered excellent results, helping licensees navigate that trying time. Before, and after, her position as Commissioner, her community involvement in Tucson was prodigious, encompassing active involvement in workgroups on Real Estate Professionalism, Agency Cross Border Transactions, Arizona Housing Commission, Fannie Mae Advisory Board, Arizona/Mexico Commission, International Real Estate Council, Tucson and Hispanic Chambers of Commerce and the Tucson Children’s Advocacy Foundation, as Vice-President. She has served as President of the Tucson Association of REALTORS®, Tucson Multiple Listing Service (now the MLS of Southern Arizona) and the Arizona Association of REALTORS®, along with many national industry committees and boards. Judy has accumulated countless awards in the industry, including meritorious recipient of the 2005 Arizona Governor’s “Housing Hero” Award, 2003 AAR “Arizona REALTOR® of the Year, 2006 TAR “REALTOR®” of the Year, 2010 “AAR Citizen of the Year” for “working with REALTORS® to elevate the standards of all real estate licensees,” and her most recent prestigious 2022 TAR Legacy Award voted by her peers.
Judy, born and raised in Tucson, attended Pima College and the University of Arizona. Judy married her high school sweetheart, John and enjoys free time, reading motivational biographies of successful personalities, traveling and spending time with her three sons, who live in Tucson, and of course participating in the many community activities of the Tucson Association of REALTORS®.
